Robert Bailot and Peter Chiarello
Rep McGonagle Supporters are Public Nuisances at Whittier Dr. Everett.
It seems that the state Rep doesn't give a damn about the Quiet Enjoyment law,
and his supporters think they are "politically connected" and can harass us with
impunity.
How sad is that situation?
It is scary, because two of the individuals have acted violently, Robert Bailot and Peter Chiarello.
At Joe McGonagle's dinner at Whittier Dr. Recreation Room last year a Robert Bailot hugged McGonagle. Bailot had attempted to drag me into the men's room for sex. It was horrifying, disgusting, and I ran out of the room. See attached restraining order agreement.
This 209a Restraining Order Agreement on McGonagle's supporter is legally placed here (Attached) as I obtained it via Public Records Request, it is a public document. Bailot, of course, violated the Agreement on May 18, 2023, four police officers showed up.
BAILOT WAS NOT EVICTED, AS HOUSING PROMISED ME THAT HE WOULD BE UPON VIOLATION, AND NOW THE BINGO CALLER TELLS ME THAT HE STOPPED CALLING BINGO BECAUSE OF BAILOT. HE OFFERED, AS CHIARELLO TOLD ME as well, BAILOT ALLEGEDLY HAS A SERIOUS DRINKING PROBLEM. SO WHY DOES E.H.A. ALLOW THE ALLEGED TOWN DRUNK TO DISRUPT OUR LIVES AND RUIN OUR QUIET ENJOYMENT?
IT IS NOT FAIR.
A Peter Chiarello was living under my apartment. He allegedly was running his own private gambling casino in an EHA apartment. A loud motorbike was showing up, Chiarello had a hat in the door keeping it unlocked so that any Tom, Dick or Harry, probably all three, could enter the apartment building where I live on the second floor, another kind and gentle senior woman across the hall from me, and an elder woman downstairs on oxygen who is close to both Chiarello and Bailot. I've helped the woman out - including buying her pumpkins last year, 2022, and for harassment purposes she would call housing and demand the pumpkins be removed, when they were purchased for her. She painted them. She called simply to use the pumpkins that I bought for her to harass me. Quiet enjoyment law?
These individuals have nothing better to do but to harass people who are kind to them.
It seems the woman downstairs is so rude that she allegedly upset the laundry people and they no longer service her. How can you have "Quiet Enjoyment" with those 3 individuals being so disruptive in senior housing?
I sent the woman a letter noting that she appears to have (allegedly) called fire and ambulance twice for fun and sport - July 3, 2022 and Jan 12, 2023. Suddenly, praise Jesus, the ambulance and fire trucks stopped coming to her apartment! I rest my case, your Honor.
But also on January 12, 2023, Peter Chiarello was screaming and yelling in the hallway at 4 am because a mouse was in his apartment.
A mouse. And he's purportedly an ex football player. So much for Quiet Enjoyment.
Back to the nuisance woman, even Chiarello, her pal, thought she had phone ambulance/fire inappropriately, you see that was the date of Bailot's court case and he wanted her there, so she allegedly called fire and ambulance (allegedly, now) in order not to show up. She was NOT under subpoena. But this is the way they think -

Both that woman and Chiarello would ring my buzzer incessantly, it took about a year to get things to quiet down here, and they didn't know me from Adam. They just thought that they owned this building and liked it empty upstairs, it seems. I was kind and nice to them and they were agitators, and clearly, if the laundry is not being picked up for the woman downstairs, I am not the only one that she has issues with.
THE HAT IN THE DOOR, UNSAFE BUILDING OPEN TO THE PUBLIC
After I took a photo and went to EHA they threatened Chiarello with eviction. Chiarello still kept putting the hat in the door, so I contacted
Housing and let them know....this is after they had warned him.
They moved the McGonagle supporter, Chiarello, down the street to a bungalow behind the recreation room. When we had to update our financial situation Chiarello waltzes into the piano room, starts banging on it, tells us that he was proficient (he's not,) and said he was going to practice piano every day. One senior yelled to him "We already have a professional piano player," referencing me. Now the posters for Coffee hour are being ripped down so that other seniors do not know about the program.
Chiarello is a loud, obnoxious public nuisance who harasses people. He is a huge Joe McGonagle supporter. Intimidation tactics.
On October 19, 2023, Anthony DiPierro had an event where my legitimate posters for Mystic Valley Elder Services supported Coffee Hour were vandalized and replaced with Anthony DiPierro campaign literature, which is a violation of the rules of the Everett Housing Authority. I reported candidate Anthony DiPierro to EHA for violating the rules regarding posting his political nonsense on EHA property.
I replaced my signs which were stolen again tonight, 7:18 pm I found them missing, Saturday October 21.
Rep McGonagle has attended our coffee hour twice, yet he's done nothing to protect us from these two very violent individuals.
Add the fact that Rep McGonagle has endorsed racist Anthony DiPierro and that's three strikes on the Rep. You can't back bad
people, McGonagle (see restraining order below,) play Mickey the Dunce, and expect to get our vote. THESE ARE SENIOR HARASSERS, AND LAST YEAR BOTH BAILOT AND CHIARELLO WERE NOT SIXTY YEARS OLD YET.
SO WHEN REP MCGONAGLE WANTS THE SENIOR VOTE, HE HAS THREE INDIVIDUALS IN HIS POCKET WHO ARE ABUSIVE,
TWO OF THEM KNOWN TO BE VIOLENT - CHIARELLO AND BAILOT - AND I HAVE PROOF - AND THE STATE REP THINKS THAT'S OK.
Chiarello loathes Bailot and came into my lobby when he lived here, called Bailot yelling and screaming that he wanted to take Bailot and his son behind Dunkin Donuts and beat him. I DID NOT WANT TO HEAR IT, BUT CHIARELLO INTENTIONALLY PUT HIS THREAT ON SPEAKER PHONE AND ALLEGEDLY VIOLATED THE WIRETAP LAW TO THREATEN BAILOT WITHOUT BAILOT KNOWING THAT A THIRD PARTY, WALKING UP TO MY APARTMENT TO GET AWAY FROM THE ABUSIVE NONSENSE, WAS HEARING THE CONVERSATION.
BUT REP MCGONAGLE IS CHIARELLO'S FRIEND, WHO THE HELL CARES THAT HE BREAKS THE LAW
There is a Massachusetts Quiet Enjoyment law and laws protecting seniors from this. I have filed multiple reports with Housing. The Bingo caller told me two days ago that he quit calling Bingo because of Bailot.
Bailot attempted to stop me from volunteering to play the piano by moving the piano, smashing a vase (? He's allegedly a terrible drunk) turning the piano around and moving all the furniture against it. This is crazy, people, and these are the McGonagle/DiPierro supporters that threaten our safety and our Quiet Enjoyment.
