Can we withhold payment because of Smoke Detectors?

i was about to sue Housing in Malden District Court
but the payment window closed. Mr. Kergo thought I had
sued, but I am a nice guy and am offering them another chance.
If I'm retaliated against I will sue!

Prelude:
An August 10, 2022 article on Everett Housing on WGBH tells of bullying by
Housing Authority staff. I've been bullied when a sexual harasser had "protection"
allegedly from racist Anthony DiPierro, who bullied his way onto a useless council
seat. Cousin to Mayor Carlo DeMaria, DiPierro and his aunt seem to have disdain
for the residents and their needs....and Quiet Enjoyment, a law in Massachusetts.\
Some staffer parked in my designated parking space, sneered at me, threatened me
with no service, and refused to leave. I believe it was intentional. DiPierro's aunty
was screaming in my hallway (so much for Quiet Enjoyment) while I was in court
on Zoom for my record label, just shrieking because she refused to testify in court
(under subpoena) to protect ALL the residents from the drunken pervert (no alleged
necessary.) After my No Trespassing sign the drunk stays away from my building,
after two plus years. He's now allegedly sexually harassing a woman since he can't
get to me. The drunk is the de facto campaign manager of Councilor DiPierro,
birds of a feather clearly flock together.
Rather than evict the drunken pervert harassing so many at Bingo and in the
community room, Nicole DiPierro, Housing alleged Supervisor, lets the drunk
post paraphernalia from her racist nephew, the alleged "councilor," which I had
to remove. But she shrieks at me in such inappropriate fashion because I used
her attorney's words, the words of Fran LaRovere (nice guy) in a no trespassing
sign.
So before we get to the egregious harassment of the smoke alarms, let us look
at the facts:
Aunty Nicole allows her nephew and Nick Saia to post in the community room,
which Councilor Darren Costa couldn't do, interfering in an election and doing
nothing, but she screams at me for a no trespassing sign designed to keep the
pervert/drunk away from my building. Got it, yet?
It gets worse. We had no back hall lights here for about 3 months, even though
I reported it on multiple occassions, and trash in the back hallway from two or
three tenants ago, never addressed even though I kept reporting it.
So do the math: Nicole DiPierro twice offered me vouchers to leave, but did nothing
to protect the seniors from a raging, violent drunk we have on video misbehaving.
Her racist nephew the election beneficiary of the vulgar behavior. Why didn't Nicole
offer Louise and Bob, the two terrorists, vouchers? Why protect them and try to
get rid of the victim? Or more properly, ONE OF THE VICTIMS.

Maintenance put in two new smoke alarms for me. They tell me that
Massachusetts wants them ultra sensitive. MANY RESIDENTS COMPLAIN
THAT THE TOASTER SETS OFF THE ALARM
1)Every day, two or three times, I have to press the button to stop the smoke
alarm from squeaking, on a step ladder, broken arm, 4:30 am this morning
2)Cooking chicken in the oven set the alarm off. So I put it in the toaster oven.
The alarm continued to go off.
Picture a 70 year old man with a broken arm waving a broom while cooking,
it's impossible. We on a limited budget can't keep going to KFC or even McDonald's
down the street. We need to cook at home
All weekend long the alarm went off whenever I cooked.
A neighbor last night (not at Coffee Hour on Fridays) told me that she too
has to wave the broom. Can you believe this?

What Is “Quiet Enjoyment”?
In legal terms, quiet enjoyment refers to a legal term contained in real estate laws where a property holder
has the right to an unimpaired use of their property. Property or land holders can be either the owners of the property
or land in question, or they can also be a tenant who is renting the land or property from a landlord.
As a legal right, quiet enjoyment is protected through what is known as the
“covenant of quiet enjoyment.”
A covenant is a rule or restriction that is tied to the land itself.
Covenants either prevent the landowner from doing something or make the landowner do something.
In the case of quiet enjoyment, the covenant of quiet enjoyment restricts
the landlord from interfering with the tenant, while restricting a tenant’s use of the property.
The most common use of the covenant of quiet enjoyment is
that a tenant must not be disturbed if there is a change in ownership of a rental property.
For example, if the landlord sells the property to another individual,
that new owner cannot interfere with an existing rental agreement or
interfere with the tenant’s use of the rental property, until the lease expires.
Do not offer us vouchers to leave.

While residents say they’ve been ignored, faced rudeness and even bullied by Housing Authority workers, Kergo said workers don’t bully residents and that they respond to complaints.
“We estimate that over 80 percent of the residents [in Glendale Towers] have air conditioners in their units. And no one has called the office and complained,” Kergo said.
